Richard Jeffrey
Chief Executive

Richard Jeffrey joined tie in May 2009. The former Managing Director of Edinburgh Airport, Richard has a great deal of experience in delivering multi-million pound capital projects within the transport sector. He held several senior management positions at BAA plc both in Europe and the USA and is the current President of the Edinburgh Chamber of Commerce. “I believe that the introduction of trams and their integration with Lothian Buses will make a real and positive difference to the lives of those that live in, work in and visit Edinburgh.” A Chartered Civil Engineer, Richard has a strong track record in construction and project management and substantial operational management experience at a senior level.

Steven Bell
Project Director for Edinburgh Trams

Steven joined tie in September 2006 as Engineering and Procurement Director and in January 2008 he became Tram Project Director. He has responsibility for the successful delivery of the Edinburgh Tram project. He is a chartered civil engineer with over 19 years experience in the rail and infrastructure sectors, including projects, frameworks and maintenance. Steven has held a number of strategic, business and operational roles including Technical Director and Managing Director for a major rail infrastructure services contractor.

Susan Clark
Programme Director for Edinburgh Trams

Susan joined tie in January 2004 and was made Project Director for Edinburgh Airport Rail Link (EARL) in July 2005. Since August 2006 she has been a director on the tram delivery team. Prior to this, Susan was a Commercial Manager at Scottish Water. Susan spent her early career with British Rail, Railtrack and then Network Rail, where she worked in a number of areas including operations, projects, maintenance and performance.

Stewart McGarrity
Finance and Performance Director

Stewart joined tie in February 2005 as Project Finance Director having previously been Group Financial Controller for one of the UK’s leading property investment and development companies based in London. Stewart became Finance and Performance Director for tie in June 2006. A Chartered Accountant with expertise in business planning and change management, Stewart has extensive international experience in all aspects of the financial management and development of large projects. Stewart was previously General Manager Financial Operations for the Hong Kong Airport Authority during the design and construction of Hong Kong International Airport and prior to that was a senior manager and consultant with Deloitte in Hong Kong and Zimbabwe.
